Call for the Closure of the Clerical Regime’s Embassies and the Expulsion of its Spies, Agents and Operatives

Since its inception, the clerical regime has systematically relied on brutal domestic suppression and the export of extraterritorial terrorism as core mechanisms to maintain its grip on power.
Over the years, Maryam Rajavi has repeatedly issued warnings at various international forums regarding these activities, consistently calling for the closure of the regime’s embassies and diplomatic missions, which function as hubs for espionage and terrorism.
On August 25, 2018, addressing the Global Gathering of Iranian Communities on the 30th anniversary of the massacre of 30,000 political prisoners, she stated: For three decades, the international community has been silent over the massacre of political prisoners in Iran. As a result, the mullahs have continued with impunity to violate human rights in Iran, launch terrorist operations, and wage catastrophic wars in the Middle East and other countries.

Now, the time has come to end this silence.
The time has come for the United Nations Security Council to prepare for the prosecution of the regime’s leaders, and those in charge of this massacre, and officials responsible for four decades of crimes against humanity.
The regime’s spies and mercenaries must be expelled from Western countries.
All relations must be terminated with this regime which takes advantage of diplomatic resources to promote state-sponsored terrorism. The regime’s embassies must be shut down.
The time has come for the world community to stand by the people of Iran in their uprising against the religious fascist regime ruling Iran and recognize their determination to achieve regime change and freedom.

Global Gathering of Iranian Communities on the 30th anniversary of the massacre of 30,000 political prisoners

Maryam Rajavi has consistently emphasized that the clerical regime’s criminal activities are not confined solely within Iran’s borders. She states: Since three decades ago, we have called for the closure of the embassies and diplomatic missions of the ruling theocratic dictatorship in Iran and their affiliated centers, which serve as hubs of terrorism and espionage. The expulsion was long overdue and other countries, especially in Europe, must follow suit.

During his last year in office, Mohammad Javad Zarif, the regime’s former foreign minister, admitted that the structure of the regime’s embassies had been set up for “security” objectives. He further pointed out that the agenda of the regime’s Foreign Ministry had been designated to be a security agenda from the outset.
In reality, the clerical regime’s terrorism pursues to continue its bloodshed and human rights violations beyond Iran’s borders.

Addressing a conference at the European Parliament in Strasbourg, Maryam Rajavi underscored:
The clerical regime is involved in export of terrorism with all its factions and in its entirety. Therefore, I would like to once again reiterate that to thwart the clerical regime’s terrorism and espionage, its Ministry of Intelligence and Security (MOIS), the Islamic Revolutionary Guard Corps (IRGC), and the terrorist Quds Force must be designated as terrorist entities. Their agents must be prosecuted and expelled. And the regime’s embassies in all countries must be shut down, because they are the centers where they plot and carry out their terrorist operations.

Regime Embassies and Diplomatic Missions as Hubs for Extraterritorial Terrorism

The execution of the clerical regime’s terrorist plot to bomb the 2018 Free Iran Gathering in Villepinte, Paris, was orchestrated by a Vienna-based Iranian diplomat, working in complicity with several hired operatives and agents. The transport of the explosive device from Tehran was carried out utilizing a diplomatic pouch. This plot, which was fortunately intercepted and neutralized on the day of its scheduled execution, stands as one of the regime’s largest attempted terrorist operations on European soil.
On Thursday, February 4, 2021, following a comprehensive two-and-a-half-year investigation into the clerical regime’s terrorist plot targeting the Free Iran Gathering in Villepinte, Paris, the Antwerp Criminal Court in Belgium handed down its verdicts against the regime’s diplomat-terrorist, Asadollah Asadi, and three operatives of the mullahs’ intelligence apparatus.
Concurrently with the announcement of the court’s ruling, a global conference was convened, featuring a live, interactive broadcast connecting members of the People’s Mojahedin Organization of Iran (PMOI/MEK) at Ashraf-3 with prominent international dignitaries, private plaintiffs, and freedom-loving Iranian activists gathered outside the Antwerp courthouse and in various countries worldwide.
Addressing the conference, Maryam Rajavi stated: the Iranian Resistance once again calls on governments of Europe to change their approaches and policies:
• Shut down the regime’s embassies and other centers in Europe, all of which are hubs for terrorism.
• Hold the regime’s Foreign Minister accountable. It was proven that his ministry, and the embassy and diplomat under his control, were involved in planning and preparing for the potential mass slaughter.
• Designate the entire Ministry of Intelligence and the IRGC as terrorist entities.
• Prosecute the regime’s leaders who are in charge and are the masterminds of its terrorism infrastructure. They must face justice.
• The mullahs’ intelligence agents and mercenaries under any cover must be prosecuted and expelled. Granting them refugee status or citizenship must be considered a red line.
• Any form of renormalization of diplomatic relations with the regime must be made contingent on dismantling its terrorism infrastructure and on the observance of the human rights of the people of Iran.

Assassination Attempt in Broad Daylight in the Spanish Capital

Another egregious act of state-sponsored terrorism by the regime was the targeted assassination attempt against Dr. Alejo Vidal-Quadras on November 9, 2023.
Dr. Vidal-Quadras was shot in broad daylight in Madrid and sustained critical injuries but fortunately survived the attack.
Following this heinous terrorist act, Maryam Rajavi issued a renewed warning to the international community against the policy of appeasement toward the clerical regime, stating: the bullet that struck Mr. Vidal-Quadras in the face was a disgrace to the policy of appeasing Khamenei.
This crime is the outcome of handing over the regime’s imprisoned terrorist-diplomat in Belgium, and tolerating the presence of the network of agents and spies from the mullahs’ Intelligence Ministry in Europe.
She added: Indeed, isn’t it a proven fact that the regime’s embassies in Europe serve as its command headquarters for terrorism? Then, why have European governments failed to shut down those embassies?

Willful Blindness and Complacency Toward the Regime’s Extraterritorial Terrorism in the West

During the 2020 Free Iran Global Summit, Maryam Rajavi issued a stark warning regarding the proliferation of the regime’s state-sponsored terrorism, emphasizing that it thrives under the cover of international silence, concealment, and willful blindness. She stated:
All of the privileges and resources that the regime relies on to carry out its terrorist acts in Europe must be taken away from it. The regime’s embassies must be closed.
The front companies, cultural and educational centers, religious associations and so-called mosques that are funded and supported by the Iranian regime are all centers that sustain the regime’s espionage and terrorist activities, and so they must be exposed and closed down.
The regime’s agents and operatives who function under the cover of commercial, cultural, or religious activities, or pretend to be journalists or opponents, refugees, or citizens, must be expelled from European countries.
We urge all parliaments in Europe and also the U.S. Congress to pass effective legislation facilitating the expulsion of operatives of the regime’s Ministry of Intelligence and Security (MOIS) and the Islamic Revolutionary Guard Corps (IRGC) from their countries.

Escalation of the Clerical Regime’s Terrorist Operations Following the 2022 Uprising

In the wake of the 2022 nationwide uprising in Iran, German media outlets, citing government sources, disclosed that intelligence operations by the Iranian regime targeting dissidents had significantly intensified since the outbreak of the protests. Consequently, approximately 160 operatives linked to the Revolutionary Guard Corps (IRGC) were identified within Germany.
The Iranian Resistance had long issued warnings to Western governments that the regime’s embassies and diplomatic missions in Western countries function as primary logistical centers facilitating the extraterritorial operations of the IRGC and the Ministry of Intelligence (MOIS) across Europe.

Consequently, Maryam Rajavi once again called for the closure of the regime’s embassies and the expulsion of its operatives, demanding the formal designation of the Revolutionary Guard Corps (IRGC) as a terrorist entity, alongside the deportation of the regime’s agents and the immediate revocation of their residency permits in Western countries.
Addressing a conference on March 6, 2026, Maryam Rajavi called for the formal international recognition of the struggle waged by the Iranian people, the Resistance Units, and the Liberation Army against the IRGC to overthrow the regime. She emphasized that supporting this democratic alternative not only aligns with the fundamental aspirations of the Iranian people but is also an imperative for combating global terrorism and establishing peace and stability throughout the region and the wider world.
Furthermore, Maryam Rajavi urged all governments globally “to close the regime’s embassies and to exert decisive pressure on the authorities to secure the release of political prisoners, terminate internet shutdown, and halt all executions.”

Online Conference Supporting NCRI’s Provisional Government 

Yet, despite hundreds of warnings, calls to action, and an overwhelming volume of evidence proving that the regime’s embassies and diplomatic missions serve as operational hubs for espionage and terrorism, the policy of appeasement has willfully turned a blind eye to the regime’s atrocities and terrorist activities. Consequently, a critical question remains at the forefront of international discourse:
Given that it has been definitively proven that the clerical regime’s embassies function as the direct command headquarters for its state-sponsored terrorism in Europe, why do European governments still refuse to shut down the diplomatic outposts of this criminal and terrorist regime?
